European Personnel Selection Office

EPSO's role is to serve the EU Institutions by providing high quality, efficient and effective selection procedures that enable them to recruit the right person, for the right job, at the right time.

EPSO is responsible for selecting staff to work for the Institutions and Agencies of the European Union including the European Parliament, the Council, the European Commission, the Court of Justice, the Court of Auditors, the European External Action Service, the Economic and Social Committee, the Committee of the Regions, the European Data Protection Supervisor and the European Ombudsman. Each Institution is then able to recruit staff from among the pool of candidates selected by EPSO.  

EPSO was created on 26th July 2002 and became operational as of 1st January 2003.

In 2008 and following five years of service in which EPSO successfully helped the Institutions meet the challenges of an unprecedented enlargement in 2004 and 2007, the nature of the Human Resource challenges faced by the Institutions meant that it was an appropriate moment to modernise, improve and speed up an increasingly outdated selection procedure which had changed little in 50 years.

On the one hand, over the coming decade the EU Institutions will face an unprecedented Human Resources challenge as an entire generation of staff retires - taking with them a wealth of expertise and experience. On the other, the EU Institutions will have to compete effectively for the brightest and best to replace them in what has become a real 'war for talent' in which the top graduates from Europe's universities have greater opportunities to pursue international careers than ever before.

Over the coming years, EPSO strives to reduce further the time taken to run selection procedures. This is being aided by its recent Business Process Reengineering project which will clarify, simplify and speed up all internal processes. Added to this, EPSO is working closely with the Institutions to improve the recruitment process for those who succeed in open competitions - making the entire system more transparent and user friendly.
