New restrictions to the affiliation with overseas social security office (DOSZ/OSSOM)

At present, all workers performing a professional activity outside the European Economic Area (EEA)[1] and Switzerland can affiliate voluntarily to the Overseas Social Security Office (DOSZ/OSSOM), whatever their nationality and irrespective of the existence of a working relationship with Belgium.

As of 1 January 2009, the scope of the DOSZ/OSSOM will be reduced: only nationals of the EEA or Switzerland can continue to voluntarily affiliate with the DOSZ/OSSOM. All other workers must either be:

  • employed by the Belgian State, Communities or Regions; or
  • employed by a company having its registered seat located in Belgium.


Non-EEA nationals already affiliated with the DOSZ/OSSOM can maintain their insurance until they decide to cancel it.
